Governor Chris Christie is the first one to permanently designate March 13, "K-9 Veterans' Day.
In just two hours I was able to request Gubernatorial proclamations Designating March 13 of Each Year as K-9 Veterans Day from all but 13 states (who do not accept request from outsiders).
I also requested a Presidential proclamation from President Barack Obama as well.
How did I do this? By going to the U.S. Government's Official Web Portal:

Since I am always involved with K-9 Veterans Day this site has become my friend.
Gubernatorial proclamations are special commemorative documentsissued to raise public awareness and support for a particular issue, cause orinitiative.
Proclamations are commonly issued in support of local history and/or historical figures from the state, public health and safety, education,professions and/or occupations, state government initiatives, and issues the Governor would like be bring to the public’s attention.
The President's proclamation does not have the force of law, unless authorized by Congress. If Congress were to pass an act, which would take effect upon the happening of a contingent event, and subsequently the President proclaimed that the event happened, then the proclamation would have the force of law.
Since Governor Chris Christie was the first and only governor to sign March 13th into law on April 20, 2011 to permanently designate it as K9 Veterans Day in NJ, I used that Act as my model for the rest of the governors and the President.
