Banks still make it difficult for small business loans. When the Bush administration bailout the banks following the collapse of September 2008, it failed to outline stipulations/requirements expected of the banks in helping to rejuvenate the economy. This is another failure of the Bush administration that reinforced the de-Regulated banking industry and its criminal activity. P3
