Supt. Susan Zurvalec says the district may be required to open choice options for 'Focus' schools that are also Title I schools, but officials don't know how that will work.
Farmington Public Schools Supt. Susan Zurvalec has some questions about Thursday's Michigan Dept. of Education (MDE) release of "report cards" for the district's 17 K-12 schools. For one thing, the district may have to look at opening intra-district schools of choice for 11 "Focus" schools, identified as having large gaps between high and low performing students, that are also Title I schools. "We don't have all the details, but there appears to be a requirement ... to allow choice," Zurvalec said. Zurvalec said while questions remain about the data, officials do know that "the better a school performs, the more likely it is you'll have a large gap." For a second year, Harrison, North Farmington and Farmington Central fall short of No Child Left Behind targets.
Farmington Public Schools is once again feeling the impact of more rigorous state academic standards, with the release today of Michigan Dept. of Education (MDE) school report cards. The district is among a surprising number across Michigan that did not meet Adequate Yearly Progress (AYP) targets set by the federal No Child Left Behind (NCLB) Act. In total, 262 districts (48 percent) statewide did not make AYP, compared to 37 (6.7 percent) last year. At the school building level, 82 percent of schools made AYP across the state, compared to 79 percent last year. Officials say plummeting scores may affect more than individual students as federal benchmarks loom this spring.
Parents, students and the community may be startled by plummeting MEAP (Michigan Education Assessment Program) results, but Farmington Public Schools officials have seen this train coming. Officials were told last year that the Michigan Dept. of Education (DOE) would raise "cut" scores – the passing scores that distinguish between whether a student is advanced, proficient, partially proficient or not proficient in certain subjects. Students with learning disabilities, already challenged, have difficulty with ACT tests.
The reason three Farmington high schools failed to make Adequate Yearly Progress (AYP) required by the federal government has to do with the specialized needs of some students, school officials say. Assistant superintendent Catherine Cost said students with learning disabilities at Harrison and North Farmington high schools failed to meet AYP targets, measured by scores on ACT (American College Testing) exams. "The challenge for that group is, for many of them, the deficit area is reading," Cost said. "The ACT is heavily based on reading comprehension." As Farmington High improves its ranking in the annual assessment, Harrison and North drop.
While the majority of Farmington public schools met targets for annual achievement under federal No Child Left Behind legislation, three Farmington public high schools did not. Harrison, North Farmington and Farmington Central all failed to meet Adequate Yearly Progress (AYP), according to reports issued by the Michigan Department of Education today. Farmington Central, serving students ages 16-19 in an alternative setting, has been targeted for school improvement. At Harrison and North, the subgroup of students with disabilities did not meet academic progress targets.
